Perhaps. Would be cute if it caused the sounds/multimedia dialog to
go straight to the TSVN section. Confusing otherwise.

Could be a tricky problem though, as this particular control panel is
quite different from one version of Windows to another.

IMHO adding this link would just clutter up the TSVN user interface.
The correct solution (still IMHO) would be to teach the user where to
adjust sound effect settings in Windows once and for all.
