No you haven't overlooked anything in the current version of Subversion,
however if you check the subversion website the roadmap says:

Subversion 1.2 Goals:
optional locking (reserved checkouts).
release in Mar/Apr 2005.

So if you can live without this feature for a few months it should be
coming along shortly. It would be a shame if you felt you had to go with
CVS just for this: Subversion really is so much nicer to use and I believe
things like atomic checkins make reserved checkouts less critical.

I just checked the Subversion development list and it looks like they are
currently pushing to get the 1.2 branch frozen so they can do a release
with this late April.
