[TSVN] Unsupported VS.NET build of SubWCRev

SubWCRev crashes if you try to use it on a working copy with administrative
directories named "_svn."

Specifically, an access violation from subversion/libsvn_subr/utf.c line 419
occurs when the working copy administrative directory is not found in the
target WC during an invocation of SubWCRev.exe.

I had to build an "unsupported VS.NET edition" of SubWCRev for some of the
developers on my team. It would be convenient for other people if the
tortoiseSVN downloads area had a precompiled binary. If no one wants to
compile it, I'll donate the binary.

Incidentally, thank you to all the TortoiseSVN contributors for your
excellent work.
