I was thinking about putting it into an extra section after "Server" and
before "DUG", so a new chapter four could look like this

3. Setting Up A Server
3.1. Apache Based Server
3.2. Svnserve Based Server
3.3. Local Repository Access
4. Repository
4.1. Creating The Repository
4.1.1. Command line client
4.1.2. TortoiseSVN
4.2. Repository Backup
4.3. Repository Hooks
5. Daily Use Guide
5.1. Getting Started

We could also swap chapter three and four or tell people who don't want to
use a server that they can skip chapter four completely.

Not necessarily, since the (english) sections are included individually from
the german tsvn_server.xml document.
