I can't reproduce it with a fresh checkout of the sources. Seems somehow
my working copy is messed up in some other ways too.

The strange thing though is that when I did
svn up -r2110 Release_procedure.txt
the file was deleted. It shouldn't be deleted, only for revisions <2110,
but not for 2110 itself.

But since I can't reproduce this, I can't investigate this further.
