I've written a rather big complaint to tigris.org/collab.net last
week. In that complaint, I mentioned (among other things):
- no direct upload of files (i.e. always via browser --> links not
known until the upload finishes)
- not able to block people from filing new issues (--> we now use our
own issue tracker)
- mailing list archive completely useless (search doesn't work, mails
don't get archived sometimes for weeks, ...)

I then got an answer from Jason Robbins really quickly:
- tigris.org will be updated soon to the new version of collab.net
(still no date fixed though)
(hmmm - I think I've heard that before, so as hard as I try, I still
can't believe that this
  really happens...)
- direct uploads are not possible, and never will be. But we could use
the CVS to upload our binary files and generated files ("there's
enough space on tigris.org to do that").
- the issue tracker will still not have the ability to block people
from filing new issues (so we're keeping our own)
- the mailing list archive will work in the new version

I'm still trying to work out a deal so we can get some way of
direct-upload to tigris.org for:
- release binaries
- language packs
- nightly builds
- generated docs
- ...

But I'd say if tigris.org hasn't updated/improved by this summer, we
move the whole stuff to berlios.de and only leave a forwarding page on
tigris.org...
