[TSVN] Issue tracker notifications

Hi Lübbe,

I updated one of my own issues and have not received an email
notification. Do notifications get suppressed when made by the same
person or is it just not working? BTW. I have re-assigned issue 16 to
you as there is some translation required to complete it.
