[TSVN] Suggestion: adding force message option to settings for all commits

I was hoping for a check box to be added in the setting part of tortoise to
force message text to be entered before commits. Messages are the best way to
track commits and occasionally I click "ok" right passed the message field
forgetting to type the message in. I know a GUI can be set up this way because
when ever I reboot my Windows 2003 server, the "OK" button is un-selectable
until something is typed into the log field. I was hoping that by checking the
box in the tortoise setting that the "ok" button on the commits would do the
same. Thanks again for your time and help and for such a great product!
