My desktop has a few files (mostly some zips and scripts), two folders,
two shortcuts to folders, and then just some program shortcuts and the
usual Windows stuff.

Would the presence of actual folders be what triggers the cache to start
so early?

One thing I noticed is that when the startup appeared stalled, it had
painted the desktop and just one program shortcut. Perhaps the next item
it wanted to paint would have been a folder?

As you point out, it doesn't really seem like it could be any of this. I
have been using cache for a while without problem, and since I did not
have that registry entry, it has probably always been starting up right
away.
