[TSVN] Problem in setting using external diff program

Hi,

I set diff program to be WinMerge,
which locates in C:\Program Files\WinMerge\WinMergeU.exe.
Then I select a changed file,
and select Diff from TortoiseSVN's context menu.
WinMerge is launched, but no files are opened.

The setting is not complicated.
But after checking quite a few times,
I still cannot find out where the problem is.

My OS is win2000 (SP 4), simplified Chinese version.
