It does for me, too (TSVN 1.1.3).
Can the checking/unchecking of the "recursive" checkbox in the properties
tab be made to enable the "set" button, please?
Currently, when I add a new directory, and it has things in it I wish to
ignore, I add just the stuff I want, and then (AFAIK) I need to perform a
separate commit to set the property the way I want (which I do by setting it
on the top-level directory).  However, to do so, I have to add and then
remove a space from the textbox, to be able to get the set button to an
enabled state.  What I want to do is apply the same properties, but the
difference is that now there's an "un-propertied" dir in the tree.
In an ideal world, I would want my top-level directory to be able to
automatically apply its properties to newly-added items if the property had
been set recursively.  Some kind of properties template function, or
something like that.  I guess that kind of thing can (and probably
should...?) be done by a hook script?
