[TSVN] Report bug in chinese language. 1.1.3

Hi.
        I use TortoiseSVN 1.1.3 in Chinese language. When I right click a file (or a folder) and select command "merge",TortoiseSVN will show a dialog with "不可执行的命令"(This command is not performable). If I change language to English ,anything is good.
        So I think this is a bug with Chinese language.
