[TSVN] Creating branches/tags from older revisions?

Hi -

I was trying to create a branch/tag from an older revision via Tortoise. My
procedure was to switch the relevant working copy folder to the desired
revision, and then create a branch.

However I noticed that it appears to create the branch as of the latest
revision, not the revision my working copy was set to.

After reading the subversion book, I achieved my goal via the command line
client.

Just wanted to know if I was doing something incorrectly, this is desired
functionality, or there is something else going on...
