[TSVN] svn:externals behaviour, simple question

Just found the svn:externals tag, it seems mighty useful for what I want to do.

But there is a problem with it; which is that it seems to be
inconsistent, which perhaps should be fixed in TSVN?

Inconsistence:

I checkout something, which somewhere along includes a folder with a
svn:externals tag on it.
That folder gets checked out, and the externals get checked out also. Fine.

Whenever I do an update, that folder gets updated from the external
repo too. Nice..

But if I change something beneath the folders that happens to be
externals, and commit the top folder, none of the changes propagate
through to the repository? There's not a warning or anything, just an
empty commit dialog?

Is this a bug or is it just me?

Using TortoiseSVN 1.1.3, Build 2502, UNICODE (VS.Net hack)
