[TSVN] Externals in commit dialog (was cpp regex stuff)

Ok, it is noticing underscores, but there is something wierd going on
with externals. My directory structure is

trunk
|
|-Common
| |
| |-- TPICoatingScan
|
|-UserInterface
|-ServiceInterface

TPICoatingScan is an external property of Common.

I have modified 1 file in TPICoatingScan and also the bugtraq properties
of trunk.

both trunk and the modified file are showing up in the commit dialog (if
I commit 'trunk') in r2699 but the file is in an external and shouldn't
be shown (it is also behaving wierdly with the regexes, but works fine
if I just commit TPICoatingScan, then regexes work fine).

Has something broken so commits are searching externals again, or is it
something to do with the fact that only a property of trunk has changed
rather than files in it?
