Yes, you can transport a local working copy to another machine for
someone else to use. But remember it is a working copy, not a
repository. The repository is separate, and presumably on a server.

Login/password is not stored in the WC. The first time your new
developer tries to authenticate (s)he will be prompted for username and
password, which are then stored.
