[TSVN] Changing Commit Messages

The content of our commit messages are parsed and indexed by our
issue-management system. It correlates each commit to the issues in our
issue tracker.

Meaning the the commit messages contain text strings like this:

  KARTA-9 blah blah, KARTA-10 blah blah

The upshot here is the it's rather important that the issue number be in the
commit message and every now and then a programmer will forget.

Can TSVN be used to change these commit messages after the fact? I don't
need a "history" on the message, I just need to change it (forgetting what
was there before).
