[TSVN] BDB 4.3.27

Hi, (this is mostly for Russell!)

I'd like to switch TSVN to use the Berkeley DB version 4.3.27, since
Subversion can use it and the next official Subversion release will ship
with that version too.
So to build TSVN against that lib, the build script needs to be changed.
But as soon as I do that, the nightly builds won't work anymore until
some manual work is done there too.

The changes which have to be done:
- Download the pre-build BDB binaries from
- Remove the folder db4-win32 inside the Subversion folder
- unzip the db4-win32.zip file inside the Subversion source folder
- run the Subversion config script again (as mentioned in the build.bat
file of TSVN to make Subversion use the new BDB)
- run the build.bat again

But build.bat will only run if I commit the changes needed for BDB4.3.27.

So when shall I commit those changes?
