Don't run BOINC?

I daresay someone will add an option to TSVN one day to control the
priority of the background cache crawling thread, but it won't be me just
yet...

Surely SETI-style apps only run after some considerable period of
inactivity, don't they? The TSVN crawl will run after 100ms of
shell-not-fetching anything.
