You only need access to repository root folder on the server where all
your repositories reside. This does not depend on the access method, and
is the same for Apache and svnserver powered repositories.

You can configure the apache/subversion team in such a way that you do
not need to add anything to the config files when you create a new
repository on the server. You only need access to run the svnadmin
create command, and mybe copy some preconfigured hook scripts to the new
repository.

But I agree, you need more rights to create a new repository than to
just add a new project to an existing repository.
