[TSVN] Context Menus missing for single user

I have installed tortoiseSVN 1.1.3 under windows 2000
SP4. I installed as Administrator and clicked to install for
everyone. I rebooted. I confirmed that tSVN works for Administrator
and another regular user/

However, for one user, right-clicking folders or files shows no tSVN
options. Icon overlays appear on version controlled files, but there
are no context menus options to operate on them. I saw that files with
dots in the name at one time resulted in similar problem but has long
been fixed. I now suspect something in the user's profile, but have
found nothing and can think of nothing else to try.

Any ideas will be very much appreciated.
