Maybe not fast enough for this case, but anyway:

Create a Desktop.ini in the folder in question with this content

[.ShellClassInfo]
IconFile=C:\Program Files\TortoiseSVN\bin\TortoiseProc.exe
IconIndex=0
InfoTip=Folder under TSVN Control

For this to work the folder with Desktop.ini needs the system attribute set.

As said maybe not fast enough (i.e changing IconIndex when recursing)
for this case, but might be one of those options (you seek more, dont
you) for top folder when checking out a WC!

And add Desktop.ini to ignored by default...
