You might google for:

   site:microsoft.com "Creating Icon Handlers"

But I do not think an icon handler will help, because you seem to assign
a handler to a particular registered file type. Like implementing a
*.ZIP handler that displays different ZIP icons depending on the status
or contents of ZIP files.
