For those of you who aren't sure what a "device context" is, I repeat Steves
explanation from the list:

A device context (DC) is used on windows to draw graphics/fonts/windows
on it. Usually, the *device* is the screen/monitor.
Now, when saving the revision graph as a picture, TSVN first has to
create such a DC in memory, draw the graph on that (invisible to the
user) and then save that memory to a file. The error message is shown if
the first step (creating the DC) failed for some reason.
