[TSVN] TSVNCache not building

I am trying to build from the latest HEAD. TSVNCache will not build
because TSVNPath.cpp is failing to build. It looks like it is because it
is trying to use CUtils but the header file is not defined when building
TSVNCache.

D:\SVN\TortoiseSVN\src\SVN\TSVNPath.cpp(145): error C2653: 'CUtils' : is
not a class or namespace name
