[TSVN] peg version of svn_client_cat

Every so often people ask why you can't diff files from the repo browser
over a name change, a problem which is due to lack of 'peg' version of
svn_client_cat(). Having got no answer on the svn list, I looked in the
SVN trunk include files and found svn_client_cat2() which seems to be
the missing link.

So if anyone asks, that problem should be fixed in 1.2
