The only other thing I can think of is that maybe Windows Explorer or
some other process is holding an exclusive lock on the file. I've found
that Windows programs are notorious for keeping locks on files when
they're no longer needed.

 From your Windows box, try the SysInternals "handle" tool to see if
something still has a lock on the file.
