[TSVN] New cache, progress update

Guys,

I have made a start on merging the new cache stuff into trunk, but so far
only on my trunk WC.

I'm afraid it's not going to be in the Tuesday/Wednesday nightly, but
hopefully we should be well-placed to make it for tomorrow.

I keep discovering problems (nothing show-stopping so far) with the new
cache, so people minded to try it will need to be brave! Of course, it's
not doing anything which could harm your data - the worst is that it will
mislead you about an item's status, or that it will crash, which is benign.
