It is not fair to compare 'base' changes to the 'N-1' problem
I would be happy if the revision number started a 0 as long as I could just
specify the revisions I wanted to include.
A previous note taked about the 'common' case of merging from the last
merge. Again I find it confusing to specify the merge number I have already
merged as my starting point. I don't want to merge it again I want the next
set of changes.
