[TSVN] Remember previous installer options when upgrading

Hi,

Would it be possible for the installer to detect whether it's installing
or upgrading and to remember the options from the previous install?
Especially not installing the start menu entries on an upgrade would be
nice, as I don't like to delete them every time I upgrade.
