[TSVN] Resolve Conflicts Result Dialog appears behind other windows

It seems that the "Resolve Conflict" results dialog always
appears behind any other windows that i happen to have open
(including the Windows Explorer window from which the
"Resolve Conflicts" action was triggered).

Of course, this isn't a major issue, but it is a small
annoyance that makes the process of dealing with a large,
messy merge have an additional step for each Conflict Resolution.

I tried to look for a previous report of this, but I didn't
find one, I apologize if there is one that I didn't see.
