I think I have found the location:
HKEY_CURRENT_USER\Software\TortoiseSVN\TortoiseProc\ResizableState

I found the CheckoutDlgWindowPlacement key.
When I remove/rename that key and then do a checkout, the key is not
re-created. When I remove the RepositoryBrowserWindowPlacement and open
the Repo browser, that key is recreated

Looks like the Checkout dialog forgets to store its position when closed.
