Yes, I know. That's why I didn't say it was a bug! It is a 'problem'
though, because as you say, it causes a terrible slow-down, with no obvious
explanation.

I suspect it real life, it actually causes gradual 'performance rot', which
in many ways is even worse than the 'recursively touch everything' kind of
sudden problem.

I'm sure that lots of people (like me) look after projects/repos/WC's where
simply checking out a fresh WC is not practical for many users. (Because
of size and/or the amount of unversioned stuff inside it)

I have not kept track of where the SVN project is with dealing with this issue.
