[TSVN] [repost] TortoiseSVN and file:// URLs?

[apologies for reposting this, but I initially asked this over the
weekend and it may have gotten lost in the hubbub...]

Apologies if this is a faq; couldn't find it in the faq nor in a search
of the mailing list archives.

Does tortoisesvn 1.1.1 on Windows work accessing repositories using
file:// URLs? Command-line svn works fine, but then when I try to use
the resulting working copy with TortoiseSVN I get "Unable to open an
ra_local session to URL. Unable to open repository file 'file:// ...
etc..."
