I still you did not get the point that I am trying to make.

In my case, TSVN did correctly recognize that the CVS folder was ignored
and did not offer to add it.

The bug is that it recursed into that folder, although it was ignored.
All I am requesting is that TSVN does not try to add files that are in
excluded folders.

So this is not about *detecting* if a folder is ignored, but about what
happens *after* that decision has been made.
