Oh, now I see what you really mean...
But I'm sorry, I don't think that TSVN even _should_ ignore those
files. You see, ignoring a path-part somewhere in the middle of a full
path is a very dangerous thing. Imagine, you have ignored "CVS" as you
did.
Now, to organize your files, you create a new folder where you keep
all your development files in it. You call it "MyCVS-Stuff".
Can you see where I'm going here?
Now _everything_ below MyCVS-Stuff is ignored too, because your "CVS"
in the ignore patterns match the MyCVS-Stuff too.
