[TSVN] Add does not add directories

When I add a new sub-dir to a project and used Tortoise right click Add on
the top level dir
the new dir and files show up to add but when I press OK
I get the "error" dir is not a "is not a working copy"

This seems silly as I am adding the dir so of course SVN does not yet know
about it.

Any ideas on the process to use?
