[TSVN] Spanish translation

Hi Fernando,

Sorry for contacting you directly and via the dev list, but I'm searching
for a spanish translator for TortoiseSVN. The current translation is 88%
complete but but hasn't been maintained for three months. Would it be
possible for you to look after it?
