[TSVN] HEAD is not building for Release_MBCS

Just did a build from HEAD at r 2296. The Release_MBCS build of
TortoiseShell had these errors:

IconOverlay.cpp(113) : error C2228: left of '.c_str' must have
class/struct/union type
        type is ''unknown-type''
IconOverlay.cpp(113) : error C3861: 'MultibyteToWide': identifier not
found, even with argument-dependent lookup
IconOverlay.cpp(165) : error C3861: 'WideToUTF8': identifier not found,
even with argument-dependent lookup
