- "The system cannot find the file specified" - is the file specified
mentioned in the error message too?
- what OS are you using?

You must know that we can't fix bugs (if it is a bug in TSVN) which you
don't report. If you've reported that earlier, we might have been able
to fix this for the release - now it's too late.

Uninstalling TSVN removes TSVN completely, with the exception of some
user settings which are kept in the registry under
HKCU\Software\TortoiseSVN
HKCU\Software\TortoiseMerge
you can delete those manually with the registry editor if you want to,
but note that you will then loose all the settings you've made (in the
settings dialog).
Also: in the directory %APPDATA%\Subversion there are files which
Subversion creates itself. You might want to delete the whole folder
there too.
