You asked the same question on the forum. And at the same time! Here's
my answer from the forum:

I'm not so sure if I should answer your question. For two reasons:
First, you obviously haven't read our docs, nor the Subversion docs. And
how do you want to set up a Subversion server without even reading the docs?
Second: you posted the same question on our mailing list _and_ here in
the forum. And I guess if you had read the FAQ you would have posted
your question there too. That means now that people will spend time
answering your question on the mailing list, and more time to answer the
same question here in the forum. That's not nice of you, indicates very
bad manners. You seem to be a man without any patience, you have a
question and expect an answer right away.

But I'm not like you, so I'll answer your question anyway here and on
the mailing list:
TortoiseSVN is a Subversion *client*. That means you won't find any
files needed for a server setup. To set up a server, you have to
download the Subversion binaries which have all the server files in it.
And you have to actually do something yourself: reading the docs.
Without reading them, you won't succeed in setting up a server.
