[TSVN] Show Log's Date Column Ignoring Time Zone, r2178 nightly

Yesterday I installed the r2178 nightly over my previous 1.1.1
(official) installation. Just now I noticed that the Show Log dialog's
date column is showing times in GMT instead of my local timezone EST
(GMT -0500). I.e. a commit made at local time 6:37PM is shown as
11:37PM in the Show Log dialog. Using svn.exe or TSVN 1.1.1 (on a
different machine) to view the same revision shows the correct,
time-zone-adjusted time.

I'm running W2K SP4. If there's any addition information needed, or
something I should try, please let me know.
