Perhaps another way to simplify this then: Could you create a directory
structure containing all these tools, zip it up and host that at tigris?
  That way, we'd only need to download that, checkout tsvn and svn in to
the correct directory inside that, and it should build. That would save
these externals for people who don't want them, but would allow people
who want to build it, much easier access to the required components?
