Depends on the current size vs the new size I'd say. If the increase
is up to 20% then include it, if it increases over 50% then don't...

(just my opinion, I don't build TSVN myself, but do refresh my local
copy of the entire TSVN trunk regularly -- and I am on a flat rate
ADSL connection so what do I care about bandwidth... :)
