The deleted overlay is shown for deleted folders. Because Subversion
doesn't really delete a folder until it get's committed, a lot of people
are very confused. The deleted overlay avoids that confusion, because
they can see that the deletion has worked (somehow), and that the folder
really is deleted.

That's been discussed on the Subversion mailing list before. I'd rather
have the file not be deleted immediately too - but the Subversion
library deletes it. So TSVN would have to somehow restore the file again
after the delete...
