Yes, usually users which use some silly script that modifies file
timestamp say that this is a Subversion bug, but then the Subversion
devs protest ;)
If it was easy to implement to 'correct' the timestamps, they would have
done that by now. But it's not that easy...

I've never heard of such a Subversion operation. If you ever can find
one (with a reproduction recipe), then please report that to the
Subversion mailing list - that would be considered a big issue.
