You didn't look very far. This link is on the download page.

'Built against SVN version x.x.x' means that TSVN uses x.x.x version of
the SVN client libraries, not that it is tested against that version of
SVN server. TSVN does not interact directly with the subversion
database, it uses the official SVN client library.
