Yes it is, but I think there is a good case for having some default
properties set by the client which can be over-ridden by folder
properties. These would be:

tsvn:logminsize
tsvn:logwidthmarker
tsvn:logfilelistenglish (maybe)

If the value is not set in the folder properties (looking back up the
tree) then use the default value specified in the client settings,
rather than the fixed default, which is 0 or off.

Personally I like using logminsize as a reminder to fill in the log
message before hitting the OK button. But I don't want to inflict my
personal preferences on my co-workers.
