Sorry, I was working in a working copy that was shared between CVS and
SVN, and the icon was from TortoiseCVS.

However, trying the same on a pure SVN working copy still shows one
inconsistency:

                           Visible in SVN Status column svn st *.*
                          Commit dialog in Explorer output
Unversioned Folder yes non-versioned ?
ignore list wrong case yes non-versioned ?
ignore list correct case no non-versioned I

The status column in the explorer always displays "non-versioned" even
if the directory is ignored, and SVN command line client detects that.
