[TSVN] Ignore inconsistently ignored with wrong case

From: Norbert Unterberg <nepo_at_gmx.net>

I have a working copy that has folder "release". Since this folder is
created by the compiler, I have added "Release" to the base folder's
svn:ignore property (note the uppercase 'R').

Now the overlay icon indicates the folder is ignored (grey x overlay),
but the commit dialog lists that folder and all its files when "show
unversioned files" is checked.

When I add "release" to the ignore list, the overlay icon does not
change (still shows the grey x), but the folder is no longer displayed
in the commit dialog.

BTW, the SVN Status column always reads "non-versioned" on these folders.

Summary:

Overlay Visible in SVN Status column
                              Icon Commit dialog in Explorer
New Unversioned Folder ? yes non-versioned
in ignore list wrong case x yes non-versioned
in ignore list correct case x no non-versioned

Hmm, to me this looks a little inconsistent.

Windows XP Prof German SP2
TSVN version TortoiseSVN 1.1.1, Build 1898, UNICODE
